Abstract

Summary

With the increase of seismic instrumentations and rapid development in the communication technology, it is possible to develop an optimal integrated system for both shake-maps and fast seismic risk assessment to enhance the emergency response operation after the earthquake shaking. Rapid Earthquake Damage and Loss Estimation System (AFAD-RED) is optimally designed to implement the information and online data generated by the existing earthquake monitoring systems operated by AFAD (Turkish Disaster & Emergency Management Authority) named as National Seismological Monitoring Network and National Strong Motion Network. In this paper, the optimal rapid estimation algorithms for shake-maps and earthquake losses system in Turkey are introduced for example of Adıyaman Samsat Earthquake and the effectiveness of the system in terms of fast processing and robustness is discussed. It worth to state that AFAD-RED system is used for modern disaster management systems in Turkey for both risk management (pre-disaster) and crisis management (post-disaster).
